Jeff Barlow is Executive Director of the Hawthorn Institute, a public policy consulting firm based in Missouri. He specializes in funding strategies, revenue maximization, strategic planning, and performance-based budgeting. Since 1997, he has been employed at the Missouri Office of State Courts Administrator where he has administered over $40 million in grant expenditures. Jeff works collaboratively with all criminal justice agencies on multi-jurisdictional projects at the state level in Missouri.
The University Hotel is located at the corner of Bobby K. Marks and Bearkat Boulevard on the campus of Sam Houston State University. The hotel offers convenient accommodations at a rate of $55.00 plus tax for a single room or double room. Each room has two queen-size beds, a refrigerator, coffee maker, etc. Reservations should be made for August 6 and 7, 2007, and need to be made by July 24, 2007.
Registration/Sign-in for the program will be from 7:00 AM to 8:00 AM on August 7, 2007. The program will begin at 8:00 AM on each day and conclude at 5:00 PM on August 8, 2007.

Cancellation Policy:
If the participant has already paid, he/she will be refunded half the cost of the registration fee if written notice of cancellation is received by the Correctional Management Institute of Texas no later than ten (10) business days prior to the program. No refunds are available after this date, but substitutions of attendees are permitted. If no written cancellation is received and the participant does not attend the program, the participant/agency will be required to pay 100% of the registration fee if the registration fee was not previously paid.
